Update css formatting across all debian *.css files to be more consistent

Removed excessive white space, set consistent tab spacing, replaced named colours (white and black) with hex values (#fff and #000) as well as replacing padding and margin values with more compact versions where possible.

'font-awesome.css' & 'docbook.css' are the only css files not modified in this commit.
