Convert Chinese pages to UTF-8:
- *.wml *.title *.inc *.tmpl *.po are converted from Big5 to UTF-8
- bin/tocn.pl, bin/totw.pl and bin/fix_big5.pl are adapted for UTF-8
- Minor translation revision
