<p>Debian プロジェクトは、
最高のフリーオペレーティングシステムを作り上げることを目標としています。
そのために、プロジェクトは様々な種類の貢献、
以下に限定されるわけではありませんが、パッケージのメンテナンス、翻訳、
基盤、ウェブサイトのメンテナンス、移植、バグの仕分けや修正、管理作業、
連絡、テスト作業、法律上の助言、品質保証、等により恩恵を受けています。</p>
<p>Debian プロジェクトの認識:</p>
<ul>
<li>Debian の目標の追求にあたって、パッケージのメンテナンスと同様に
その他の技術面、非技術面の幅広い貢献全てに価値があります。</li>
<li>パッケージ作業以外での活動的な貢献者で Debian の価値を共有し、
Debian 基本文書 (Foundation Document) を支持することを決断した人は
Debian 開発者となる資格を有するに値する。</li>
</ul>
<p>Debian プロジェクトは、したがって Debian アカウント管理者に以下を求める:</p>
<ul>
<li>Debian アーカイブへのアップロード権限のない場合でも
パッケージ作業以外での貢献者が Debian 開発者となるという考え方を支持する。</li>
<li>パッケージ作業以外での貢献者に対する Debian 開発者としての評価、受け入れの手順を確立する。</li>
<li>Debian 開発者として認められた、パッケージ作業以外での貢献者に対して
Debian の意志決定への参加および Debian インフラへのアクセスが可能になるよう、
技術面での施策を開始する。</li>
